Great summary. A win with a time delay.

En Banc ruling was positive, so that was good. It was not earth shattering.

Although the NWS is not cancelled, I would hope this would drive Calabria and Mnuchin to either stop the NWS or two increase the retention cap. I suspect they will only increase the retention cap until the lower court rules.

Treasury will probably not pay back excess funds until forced to by the lower court.

Basically this looks like the stock will climb slowly until the lower court rules. There might be a short term pop.

Of course Calabria and Mnuchin might do the right thing on their own, but I doubt it. There is always the possibility of Trump pulling his Trump care of an Executive Order.
