Thursday release of the plan seem odd to anyone? Just makes me wonder if the En banc is expected to be posted tomorrow and this allows the Government to save face by being out in front of the ruling. May be nothing at all but it seems like releases like this are typically after market hours on Friday so it just seems off to me. Anyone else thinking along these lines?
