I don't know about the pipes, from the original article,

The granite rock needs to be blasted to make room for concrete to be poured for the bases of the fuel cell units.

There is the additional possibility that they decided to move the site rather than engage in blasting. The electrical substation there has room on both sides of it for a project the size of the fuel cell. And possibly the north-western side would've required blasting so rather than go that route they decided to site it on the south-eastern side which is less work, but consumed miscellaneous parking space for the base.
