Offers and counteroffers are part of the negotiating process, so no it is not new or inside information. It is how a deal is crafted.

One good thing is that there hasn't been another official extension issued via a letter between PCT and Ontario and an 8-K. I take this as a good sign that the two parties are very close to coming to final terms and signing the deal.
