As has been explained several times on the board about form 15:

It's a form for multiple purposes.

Rule 12g-4 is for "Certifications of termination of registration under section 12(g)" (https://www.law.cornell.edu/cfr/text/17/240.12g-4).

Rule 12h-3(b)(1)(ii) is selected on our Form 15, so it's for "Suspension of duty to file reports under section 15(d).) (https://www.law.cornell.edu/cfr/text/17/240.12h-3)


Form 15 has several check boxes to select either section 12(g) or 12h-3

Arrayit only chose the box for Rule 12h-3(b)(1)(ii) ""Suspension of duty to file reports under section 15(d)"

Arrayit did not check the box for termination of registration, so form 10 is not required to register again.

Arrayit can resume to file reports whenever it's ready.

Also:

While an issuer can suspend its Section 15(d) obligations by filing a Form 15, it can never terminate its Section 15(d) reporting obligations. If at any time the issuer no longer satisfies the requirements under which its Section 15(d) obligations were suspended (if, for example, the issuer exceeds the limit on the number of record holders on the first day of any following fiscal year), the reporting obligations come back to life without any action by the issuer
