this doesn't mean deals are coming

what it means is that deals that have been previously announced as closed were actually RESCINDED!

Looks like the SEC Division of Enforcement has been "chatting" with scam company KPAY

but not surprised

and why is this not surprising?

because this is what scam companies do!
