The University will advance to the EPC contractor on a two to one basis up to $500,000 in 2019 and additional $500,000 in 2020. The company will need to first pay $1,000,000 per year for 2019 and 2020, in order for the University to advance their portion of the funds.

I didn't see a Mil being Paid out on the Latest Q,
Please point it out if I over looked it ,,,,

My guess

my guess is the EPC Contractor Left because of NO payments.
