ATVM only appropriated 7.5 billion and it's spent.

The rest was "loan authority."

Times have changed, the country's needs have changed, Congress has changed. I doubt the program is getting any more funds.

I doubt anyone in charge is going to even bother reviewing all this information for a company that only needs $100 million.
