By coincidence W%R is usually -80 or lower, Accumulation/Distribution is usually falling and the price/share is almost always below the 26 week moving average. But none of those things are used to determine the price target. It's the discount from previous selling that triggers a buy signal.

Further each sequential buy target comes at a discount to the previous buy. If there's been a sale after a buy, then it returns to a discount from that new sale. The hold zone between buying and selling offers no trading, just waiting. That's why stocks with decent dividends are nice.
