The truth is some smart guys walked treaty into the basement for execution , made a lot of money doing it, made sure there was no chance of success by spending some money to ensure death .
And the SEC and FINRA have absolutely no clue, other than a green SEC employee going after the wrong people.
The investigation got shut down by the New York office because the ramifications of exposing the true nature of the theft from shareholders by a few bad actors with connections was much much greater than the measly amount stolen by the Blackburn gang .
