It is likely, in my opinion, that FINRA denied PJET's corporate action request due to FINRA Rule 6490. I think FINRA wants PJET to file the missing financial report for the period ending September 30, 2011. Basically, that's the only report missing prior to PJET filing a Form 15 on October 31, 2011.
