Is there a way to see how many trades were shorts?

This is an honest question. I've heard that one cannot short penny stocks, while others think it can be done. As far as I know, there isn't an easy way to determine how much 'shorting action' happened. But it would be nice to know.

I've got to research more about the actual mechanics of shorting. I understand the basics: you are selling shares that you don't own. But the person who buys the short sales gets actual shares. I thought brokers transferred shares from their holdings to the buyer, which means they can only short as long as they have shares to transfer. Any pointers to how shorting works would be welcome.
