I do believe-understand the GOV did not want to OWN more than 20% of Fannie Mae or they would need to move the debt to their books

Not sure that is identical to not guaranteeing all debt (your MAYBE sentence)

Indeed - from what I remember of the "time" the impression was that the Treasury stood behind F and F paper --- and that was the desired outcome
