I’ll have a go:

The Administrator of the Environmental Protection Agency to award grants for projects that are consistent with zero-waste practices, and for other purposes.

This proposed bill is aimed at ‘‘Zeroing Excess, Re- ducing Organic Waste, and Sustaining Technical Exper- tise Act’’ or the ‘‘ZERO WASTE Act’’.

Specifically aimed at reducing organic waste.
