From the actual news reports I heard, it was not about being paid their salaries, rather about not being able to claim unemployment benefits due to the UE withholdings not being paid to the state.

That though is still unclear as to which owner failed or if both were responsible. I would think since Rennova is a relatively new owner and the prerequisite transition issues involved, more of the burden lies with the former owner.
