You are correct. Nebraska obviously does provide seed money SOMETIMES. But, look at the numbers in the two links you posted. One program is UP TO $500,000 and the other is matching grants UP TO $150,000. Grants of this size are most likely for small entrepreneurs starting from scratch with one or two people. $500,000 is enough to keep Niocorp functioning (not building anything, just keeping the lights on) for a couple of months.

I do think Nebraska will be very supportive, just not with direct contributions. Accelerating permitting will help. Tax breaks will be worth millions. In the first few years of operation money that does not go to taxes goes toward paying off loans sooner. Paying off loans sooner means company paying dividends sooner.

Granted, it is a long ways off, but I do look forward actually seeing a first dividend. The things I dream about:
Stock hits my break even point
Stock goes past a dollar (and stays there)
Stock hits $10.00
Niocorp declares a dividend

Of these last two, not sure which may come first.
