No, the plan assumes an end to the net worth sweep at 9/30/19, with 1st public offering to quickly follow. The end of the conservatorship (prior to last public offering) will act as a carrot for investors to ante up more per share each quarter.....knowing that release will be getting closer each quarter.

The last quarter buyers will be buying a company already out of conservatorship, which bids the share price up to the highest level of offering.
