Because there has to be an incentive for the MMs to create and maintain a market for the security. Now, he has to hope someone is foolish enough to buy them from him at $.0001. There's no guarantee that'll happen. He also has to worry about a R/S happening.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
