Here is an example that I just found on the GAO website:

In this case 417700.1 was dismissed on July 2 and 417700.2 was filed on July 18, so they were not open at the same time.

I suspect, as you do, that the information on the TMPS file ".1" has not been updated. In my best guess, I believe that GAO will publish a Dismissed, Date Decided on our file .1 that is before the filing date of file .2 (again, my opinion as likely).
