I think when he was asked a direct question he gave an answer, even if it was to say he couldn’t answer it.

When the person asking the question really didn’t want an answer and just rambled on incoherently he got confused, as most normal people would have. This is when he would ask them to repeat the question.

Another theory I have is that he asked them to repeat the question in order to use up their time. How many Republicans interrupted him when he tried to answer saying that it was “their” time.

There has to be a better way of conducting these hearings. Each Rep should be allowed to ask 3 or 4 questions and they should be required to listen to the answer.
