Dude... You you cant shut down the black market, that will never happen. Look how much cocaine comes in from South America for example. Americans have been fighting that for decades, but it isn't going anywhere anytime soon.

Black Market Cannabis is not worth the money or resources for a substance that is not killing anyone from using it.
