The 30 day public comment period is a must, but per that last PR it MIGHT not hold things up.

"The Project may be eligible for a variance under state law to allow construction to start before a final State Construction Air Permit is issued."

It is nice to see that the NDEQ is keeping up with most requests for permits given the extra workload caused by the flooding & merger.
