Keep in mind that Niocorp only said that they were hoping to submit their air permit application sometime this month. They may also request a variance that, if granted by Nebraska, would allow them to begin construction prior to the issuance of the air permit.

I'd be surprised if there's enough time left in July for Niocorp to submit the application and for the state to review and approve the application and issue the permit. Seems a bit tight to expect a variance before August as well, but I suppose it's possible. I don't know what kind of time frame to expect for that decision once the application is submitted.
