My position comes from impact not history. I feel the best affect of a PR is realized PRIOR to bell. Lets the trading public speculate on its impact and govern their trade plan for the day. Prior, IMO, creates emotions and a bit of 'should I, shouldn't I?" and that affects the trade volume at the bell more than it would later in the day.
