Fears of share price decline due to R/S are overblown. Most of the times companies do a R/S to prevent the stock from delisting from a major exchange. A delisting would result in pension funds etc. selling the stock (as they are not mandated to own OTC/pink sheet stocks) which would further deteriorate the stock price. If a R/S happened for KBLB it would have an opposite effect.

Remember, SP is based on company fundamentals and demand for the shares. If anything, KBLB fundamentals have improved and an uplisting should increase the demand for its shares.
