It looks to me like someone's sniping just above the bid with all or none orders (which are always hidden) to load slowly and quietly. I spent some time checking the tape out, and most of them seem to be a fraction of a second before another buy goes through that completes them for a round number of shares. So people are selling into the visible bid occasionally, and the hidden bid snaps some of those sells up before they get to the visible bid. The remainder completes on the visible bid.

Just retail using a common strategy to load cheap and sure.

Also, just my interpretation. Could be wrong.
