The letter reaks of insider info being passed around. I.e. Gov't getting the en banc decision prior to public release.

Getting a chance to CYA before it comes out or to have plans to deal with it when it does.

There is no justice or constitution anymore if the en banc doesn't level the NWS and reverse it entirely going back to 2012.

Maybe is why they threw the "Hail Mary" desperate volley at the court.

Court should just rule already!
