Speaking only for myself, If I were running a company and all I had to go on was OTCM telling me the jump was caused by a Stock Promotion, without any evidence, I wouldn't post a disclaimer PR.
Reason being, that such a PR will be on the internet forever and could come up in a future Due Diligence of future investors or in the case of a merger, create concern by the prospective merger partner.
If you know by name, the actual promotor and had a copy of his promotion in your due-diligence file, you could make the PR with specifics and it would look much less suspicious.
