Yes 70 mill is a low amount of shares if you are at .0001 to .005 but chances are the stock wont be at that level if it has a 70 mil float. If the float is bought up at a low range then the float is locked up and technically the float range decreases which mean less share to trade and easier for the stock to go up. Look in short squeezes also...
