In my opinion BOD and top management has been taking shares in lieu of salary since stock fell below a dollar....

Management and BOD Believes stock is grossly undervalued so to be paid in shares allows one to essentially exponentially increase their own salaries.

The CEO has explained this on the past three conference calls
