OTC gets the share count form [sic] the stock transfer agent weekly .

Look at the date listed on OTC Markets.

The float hasn't been updated since May. It's obvious and unarguable - the float numbers you cited are out of date and wildly incorrect.

As of 7/5, there were 105.7 million unrestricted shares outstanding. Probably safest to assume THAT is the float.
