ACPIC / CCTC Timeline - Prepare for Information Overload!!

10/14/16 "Energy Capital hopes to build research facility; UW partners with local development group" (.pdf)

In that article, Energy Capital Economic Development (ECED) and the University of Wyoming's School of Energy Resources announced plans to build the Advanced Carbon Products Innovation Center (ACPIC) next to ATLAS Carbon in Gillette, Wyoming. ECED is involved in other clean coal projects including the Integrated Test Center (ITC) just outside Gillette and something mysteriously codenamed "Project Vanderbilt."

3/1/17 ACPIC's $1.5M BRC Grant Application (.pdf)

Interesting tidbits from ECED's application:

"The facility’s purpose is to provide lab space for frontend research on raw coal for value-added carbon products, and to provide space for pilot and precommercial plants with the end goal of locating their commercial plants in the state. Five companies have expressed interest in locating at the facility. Their names remain confidential at this time." … "The board asked about companies interested in the site. The WBC, Energy Capital Economic Development, and University of Wyoming School of Energy Resources are in non-disclosure agreements with many of the companies. The companies are focused on clean coal technologies."


Three months later, one of those non-disclosed clean coal companies announced their move to Gillette.

"The Fort Union Industrial Park is a prime location for the ACPIC facility for several reasons:
• The site was once a coal mine and contains necessary infrastructure including coal storage and handling equipment, a rail loop, wastewater disposal well and conveyors that can be used to unload feedstocks and load manufactured products. It would require millions of dollars to otherwise build coal silos and other equipment from scratch in another location.
• On-site coal crushing equipment allows feedstocks for different coal conversion processes to be prepared in volumes suitable to supporting pilot research plants and precommercial and commercial facilities." …


They're talking about ATLAS Carbon folks. CCTC's revolutionary new test plant will be sandwiched between ACPIC and ATLAS. Coincidence? Hmmm, is ATLAS connected to CCTI and ACPIC? If so, what's in it for them? I can't say... not that I don't know, I just can't say... Pick up the phone and do your own DD!

5/19/17 "Wyoming Business Council recommends $1.5M for coal research facility"

The Advanced Carbon Products Innovation Center will look into industrial and commercial products made from coal, in line with the governor’s ENDOW initiative, which seeks new ways to use the commodity, according to a Business Council summary of the project.
...
In a letter of support for the innovation center, the vice president of Atlas Carbon, which operates an activated carbon plant that will stand adjacent to the proposed carbon research facility, said new uses for coal will be crucial to the health of the local economy.

“I strongly believe that if our community does not apply focused effort toward developing alternative uses for coal right now, we will be choosing a path toward an economic future that is poorer than what we enjoy today,” said Jim Ford of Atlas.

Atlas Carbon was also approved for a large loan from the Wyoming Business Council in September

Wow! CCTI's move to Gillette and ACPIC $1.5 Grant approval announced the same day! Coincidence??
In another coincidence, they will be next door neighbors at Fort Union Industrial Park.

7/2/17 Double or nothing? (.pdf) ECED tries to double its $1.5M SLIB grant with another one, this time from the Economic Development Administration (EDA).

10/24/17 MOU between UW & CCTI - Dr. Horner gets a test bed for his coal byproduct research and hopes to incorporate CCTI's "potential breakthrough technology" into his 'coal refinery' concept that he's been working on for years.

At that microcap conference last month, Robin Eves said, "... rebuilding as we speak, the second generation of it, and that would include all of the improvements the University want, and one important improvement they want is they see our technology potential as a coal refinery..."

The key point to remember is that Dr. Horner wants to use our test plant as a coal refinery, a concept he's been working on for years. He needed those test plant improvements for his research at ACPIC labs and "are committing 25% of their budget to further development of our technology.", Eves said.

5/31/18 Wyoming gives $15M loan to ATLAS Carbon.
Wow, big loan to ATLAS... That gives much more credibility to Robin Eve's claim that
"the State of Wyoming has come in and are offering us a long term commercial loan of Many Millions of Dollars." $$$

12/14/18 ACPIC delayed in an effort to get a $1.5M matching grant from the EDA.

"The real reason that the ACPIC is a little bit slower is because we're trying to get EDA funding," Christensen said.

EDA is the U.S. Economic Development Administration. The organization could match ACPIC's current funding of $1.5 million obtained from the Wyoming Business Council for initial construction. The application for the money was sent back for revision, but the EDA also advised patience with resubmission with funding issues. Christensen said that's been resolved thanks to a budget authorization extension.

"The benefit for us is it's taking a little bit longer, but we can basically double that money with no more investment from the city county or state," he said. "Now what we'll get is, at the $3-million level, we can actually build out ACPIC like it should be with some lab space and coal handling facilities and everything else to actually make it useful."


Some of that $3M is earmarked for "coal handling facilities?"
I believe there will be one located next door.

4/26/19 "CCTC Signs Up To $1M Development Agreement With University of Wyoming."

"We are very pleased to announce that after independently validating our Pristine M coal 'refining' technology performance, the University of Wyoming has agreed to provide a matching grant of up to $1m with the first agreement of $500,000 being made available in May, 2019 for the next stage of our proprietary coal-beneficiation (Pristine™) technology development" stated Robin Eves, CCTI CEO. "These funds have been earmarked specifically for our second generation test facility to be located in Gillette, WY. Our partnership with the University and the State of Wyoming will ensure that the test facility will be ready to commence testing of coal and will help our company move to commercialization in an expedited manner."


By sheer luck, approval of UW's second $1.5M grant for ACPIC was publicly announced just 5 days later...

5/1/19 Economic Development Administration (EDA) approves ECED/SoER's grant application for ACPIC.

6/20/19 WY Community Grant and Load Committee - ACPIC $1.5M Grant Extension Request (.pdf)

"WBC Recommendation: FUND"

Re-platting of the property was completed and approved on April 19, 2019. Staff recommends approval of Campbell County’s request for a 36-month extension with the following contingencies:

• MOU related to coal handling equipment and coal supply

The city and county have committed additional funds toward the operations and maintenance of the ACPIC facility once construction has been completed."

Time is of the essence, as award announcement of the EDA Grant is pending and cannot move forward until notification is received of the Business Council’s approval to extend.


Note the bolded line; government funding for ACPIC will continue beyond the $3M.

In summary, I believe ACPIC and CCTC are sharing the same toothbrush. ACPIC has won its 2nd grant for $1.5M and is just waiting on the check before spending its previous grant that was set aside as matching funds.

CCTC previously announced they expected the first $500k in matching grant funds from the UWy in MAY 2019. Did I miss the PR or SEC filing? Could that delay be related to the hold up in ACPIC funding? I'm guessing, YES. I expect we'll see a PR to announce they're moving forward with reassembly that will coincide with ACPIC's award letter announcement. That award letter could arrive at any time, if it hasn't already.
