As we know, the long delayed MBT in Longview, WA is very important to Wyoming for the export of PRB coal to Asia.
The fight is almost over... I would wager the MBT is approved before end of 2020.

Three possibilities here: the courts rule against WA state citing the new EPA regulations; the courts side with WA state prompting POTUS to sign a executive order specifically forcing open western ports for the export of fossil fuel products; and a third, very likely possibility that coal exports are included in the forthcoming China trade deal, which if approved by congress, would put the force of law behind it.
