This all makes sense if it was an accidental, unknown, " oops I didn't know u were Impacted" accidental taking. Everyone u mentioned know exactly what happened for the decade and are either turning the other way, or intentionally let it happen. Remember the gses are not having any lobbyists talking 4 them nor were they considered a market darling either. They were the bullies of the 90s and earned a lot of enemies with their monopolistic attitude, even though they have changed a lot now
