No, it isn't. Libra (inappropriately named, should have been 'Veniculum' instead!) is a digital currency. It's not even a crypto. It's more like JPMCoin or any other system that allows payments. The best part of it is that it will show current un-users how to have and manage a digital wallet. When these folks figure out how to do that, then compare what BTC is to what Libra is, it will be a no-brainer which one actually has VALUE and isn't just a medium of payments.
