I think the main reasons are that for a company to go public and look for equity partners is a hard and lenghty process (can take years) and the requirements are very hard to meet. On the other hand, if they wanted to obtain financing, it is highly toxic and dilutive for small startup companies.

What they found with VRUS was a way to start production and begin to receive income almost immediatelly. I also think that the fact that Andrew Garnock was involved in VRUS was accounted for in their decision.
