The company can only buy a certain percentage of the volume each day, but I'm not sure what that number is or how it is calculated. Reported after the fact through SEC Form 4s.

Buy backs that immediately effect the pps have greatly diminishing returns - the price rises and it becomes more and more expensive to buy the same percentage of shares.
