If one uses full common sense it should read like this. FnF are very risky investments with FnF still under conservatorship. For this reason Recap under conservatorship is very risky and most likely to fail. So "Recap and Release" plans are DOA.
FnF are highly profitable companies and FnF are profitable for foresee able future. So FnF will become immediately investment grade outside conservatorship. So the best plan is "Release and Recap".
