Back then...they were conducting preclinical testing. They could have readily tested the mechanism of action in animal trials. They could have easily gotten a feel whether local ciab placement w/low dose ifex had any measurable effect over low dose ifex alone (in animals). They could have tested to understand local concentrations of the prodrug produced via ciab versus the liver conversion alone. But they didn't...or maybe TD2 did?
