Literally google “when can insiders buy shares”. You won’t even have to click on anything. First thing you’ll see is of course they can. There are only “certain times and conditions “ they can’t. A small further search will show you that none of those times/conditions apply here UNLESS it’s is very bad news or I guess some super secret about to close deal reason that’s good. I’d love it to be the latter, but experience here has me thinking the former is a much more believable candidate
