Moller International has prototypes in the sense that they have two craft that actually flew at some point.
"Some point" means 1989 for the M200 (and Paul Moller stated that he felt luck to be alive after the flight) and 2002 for the M400 (flown unmanned). Neither craft has flown off a tether, and neither has flown in about 15 years. The scratchy, VHS quality video that was taken of these flights makes it apparent just how long ago this was.
So, Moller has craft that have flown at some point. However, these prototypes are very different from the proposed "production" versions of these craft. No physical prototypes of the production versions have ever been built -- these exist only on paper or in electronic form. The multi rotor engines needed to power these craft also only exist on paper.
