You may well be right on this. It is starting to have the feel of a settlement. Perhaps that was Treasury/Calabria's calculation all along, i.e. put the general outline of a recap/release plan out there first, while quietly attempting to settle Collins behind the scenes.

If that is indeed what will happen, then they must now be expecting a settlement before the end of the month, so that the "plan" announcement can be timed accordingly.

Again, just speculation here too, not knowing exactly what terms would be acceptable for the plaintiffs.
