Well, technically yes, it's a double in 2 days but flat overall for the 2 week period... it was a temporary dip, seems to have shaken out some weak hands, plus some short pressing as per the short report shows heavy shorting during that period.
I Don't ever tell someone to buy or sell. I can tell you I bought 40k shares today at an average of like .13 and change after paying .065 to .08 during the dip as well.
