I've never been up in arms about that. Sure it looks better if they buy, but they are people like us and we don't know their circumstances. And the policy means there's a strong impetus not to trade. So...oh well. Big picture, we are close and on track. Just need to keep your nerve though the storm until we land on commercialization rock.
