In regard to the 50Bln he is referring to Gas's on air comments. Listening to the talk I think it was a bit more off-hand than an actual quote (I see a lot of selective hearing on this board).

Watt's capital restrictions are well known.

As a comment on this, even if the UST was saying 50Bln, I would put the probability near 0 of getting MC on board with that amount. There's just no juice in it for him.
