ICO has full reasoning to get 100% Bert back because of failure of IMNP to deliver as per liscencing agreement so this gets thrown out - ICO cannot "unreasonably withhold their consent" to transfer the license to a new party but in this case ICO has full reason to do so because of failed execution of liscencing agreement
