The HPP scanning, Balluku no transparency regarding the projects ends

The scanning of Hydro Power Plants projects, which have not yet started work, ends. The Ministry of Energy and Infrastructure closed this process after 4 months, while only providing figures but without giving details of the areas.

After four months, the Ministry of Energy and Infrastructure has shut down the HECE scanning process. Deputy Minister of Energy, Hantin Bonati, in a short statement divided the problematic issues into three typologies.

Hantin Bonati: "The performance evaluation process and the implementation of signed contracts that have not started the process have been completed. For the effect of transparency, the findings of this process are being reflected by grouping them into three similar typology of situations, as follows: The first type includes the following: 44 concession contracts for the construction of 92 HPPs; 57 contracts subject to the Council of Ministers Decision no. 822, dated 7.10.2015, for the construction of 61 HPPs. "

For 80 HPPs, the Ministry declares that it will terminate the contract unilaterally by referring to the violations of its Articles and under the foreseen legal procedure.

Hantin Bonati: "This group includes 27 concession contracts for the construction of 80 HPPs. For all these practices on our part will proceed with the process of communicating with the entity for termination of the contract unilaterally referring to the violations of its articles and according to the foreseen legal procedure. As stated in any public communication, the procedure followed by the technical and legal structures, from the announcement of the commencement of proceedings, to the unilateral termination of the contract, will be very cautious to minimize any financial risk that may be caused state budget ".

Foreign and Albanian businesses were alarmed by this decision by Minister Belinda Balluku, as all the permits they received were based on the laws of the Albanian state.
