This is a great "Snapshot" you've highlighted here, I think Franky tweeted about "snapshots" of what happened here or something to that effect!

Hell if you do a little digging, you can quickly discover that Willard McCusker was an expert at "Assigning" positions to people as "FRONT MEN".

As you read through historical docs and tweets you can pick these "pawns" out with ease!

I would go dig and add a few, but in lieu of.....DD on that subject is rather easy if you go look!!
