It’s not a bond it’s a cash deposit for payment against a workorder to be preformed by a pipeline operator.
Those dollars are gone and will never be returned no matter how vigorous pundits swirl the fluff around purporting that it a refundable insurance policy. It’s an insurance policy for the operator to insure they get paid! Temple should take a clue! Lol!!!!
