I may be mistaken, but I do believe a company has to be current in order to increase AS or do a reverse split which is why I think it's quite a coincidence that all of a sudden they want to get current as they are about to max out their OS. That's not good. A company should be current because that's the right thing to do, not because they want to dilute more.
